  11. Subject: Presidential Powers
  12.

  14. This nation (The U.S.) has been gearing up for internal problems for
  15. many years.
  16.  
  17. Hundreds of Presidential Executive Orders have been issued to allow
  18. emergency powers under any type of crisis-- perceived or real. A
  19. Presidential Executive Order, whether Constitutional or not, becomes law
  20. simply by its publication in the Federal Registry, bypassing Congress
  21. completely. Here are just a few Executive Orders that would suspend the
  22. Constitution and the Bill of Rights. These Executive Orders have been on
  23. record for nearly 30 years and could be enacted by the simple stroke of a
  24. presidential pen:

  26. #10990 allows the government to take over all modes of transportation
  27. and control of highways and seaports.
  28.  
  29. #10995 allows the government to seize and control the communication
  30. media.
  31.  
  32. #10997 allows the government to take over all electrical power, gas,
  33. petroleum, fuels and minerals.
  34.  
  35. #10998 allows the government to take control of all food sources and
  36. farms.
  37.  
  38. #11000 allows the government to mobilize civilians into work brigades
  39. under government supervision.
  40.  
  41. #11001 allows the government to take over all health, education and
  42. welfare functions.
  43.  
  44. #11002 designates the Postmaster General to operate a national
  45. registration of all persons.
  46.  
  47. #11003 allows the government to seize control of all airports and
  48. aircraft, including commercial aircraft.
  49.  
  50. #11004 allows the Housing and Finance Authority to relocate communities,
  51. build new housing with public funds, designate areas to be abandoned, and
  52. establish new locations for populations.
  53.  
  54. #11005 allows the government to take control of railroads, inland
  55. waterways and public storage facilities.
  56.  
  57. #11051 specifies the responsibility of the Office of Emergency Planning
  58. and gives authorization to put all Executive Orders into effect in times
  59. of increased international tensions and economic or financial crisis.
  60.  
  61. #11310 grants authority to the Department of Justice to enforce the
  62. plans set out in Executive Orders, to institute industrial support, to
  63. establish judicial and legislative liaison, to control all aliens, to
  64. operate penal and correctional institutions, and to advise and assist the
  65. President.

  67. Without Congressional approval, the President now has the power to
  68. transfer whole populations to any part of the country, the power to
  69. suspend the Press and to enforce a national registration of all persons.
  70. The President, in essence, has dictatorial powers never provided to him
  71. under the Constitution. The President has the power to suspend the Bill of
  72. Rights in any real or perceived emergency. Unlike Lincoln or Roosevelt,
  73. these powers are not derived from any wartime need, but from *any*
  74. crisis-- domestic or foreign, hostile or economic.
